The very big problem regarding your question is that the loadCompleted event had nothing to do with the library.

If you follow this steps, you surely will got the loadCompleted:

1) to generate your WebBrowser instance call generateWebBrowser() method (this will create an instance that in first place will navigate on a webpage, so it will fill the Browser.Document, that’s very important!)
2)the first loadCompleted event is not really important: the sole purpose of first navigation is to avoid the null object reference on Browser.Document
3)when you have called generateWebBrowser, use the returning WebBrowser object: it will call your method (onWebBrowserNewWindow) so you can intercept the url and do your logic to add tab or whatever.
